FAYETTEVILLE, Ark (KNWA) - (1/29/2018) Police in Fayetteville, Arkansas say two parents are under arrest facing multiple charges after investigators say the couple handcuffed and starved an eight-year-old child. Police say Josue Tovias, 28, and Melissa Miranda, 33, were taken into custody on Friday.
